Cedar Rapids Mayor Tiffany O’Donnell says she’s disappointed in the passage of a bill that could block new state-licensed gambling facilities, pending the governor’s signature.

However, more than anything, she and other backers of the city’s plans to build a casino are confused.

“This happened so lightning fast and we have yet to hear much about how it first of all made the agenda and the reasons why it passed so quickly, so those are definitely answers that we’re looking at as a city and certainly our lobbyists are working on right now,” O’Donnell says.

She says the city found out about the moratorium, which was added as an amendment to a larger bill about gaming, Monday morning.
