As the Illinois Gaming Board prepares to announce Wednesday who will be awarded a license to operate a casino in Waukegan, Cook County Circuit Court Judge Cecilia Horan will decide Tuesday if the board can proceed.

Horan scheduled a virtual hearing for 2 p.m. Tuesday to decide whether to issue a temporary restraining order preventing the board from acting before the Forest County Potawatomi Tribe gets its day in federal court to learn if it too will be considered for the license.

Four initial bidders asked the city of Waukegan to approve their requests, and send them to the gaming board, more than two years ago.
