New York: Senecas are taking an unwise risk by reopening casinos Editorial Board, Buffalo News · June 30, 2020 at 8:33 pm The Senecas are making a mistake. If they are able to open their Western New York casinos without causing the unnecessary spread of Covid-19, then they are fortunate. But there’s a reason the state’s non-Indian casinos are remaining closed. Unfortunately in this case, New York has no authority over the Seneca casinos in Buffalo, Niagara Falls and Salamanca. As Gov. Andrew M. Cuomo has observed, “Tribal nations are just that, they’re nations, so they are not bound by state laws.” The governor named casinos as one of the “higher-risk indoor arts and entertainment activities.” Such venues have been excluded from the state’s phase four reopening which began Tuesday in Western New York. It was a smart decision.
