Plans in motion to bring horse racing back to Massachusetts Lynne Snierson, BloodHorse · August 4, 2022 at 6:43 pm Richard Fields, the former owner of Suffolk Downs, is aiming to get back in the game. Along with Armand Janjigian, a longtime Thoroughbred owner and breeder in Massachusetts, he is planning to develop a new racetrack and restore live racing in the state under the banner of Commonwealth Racing. Key was the passage of a sports betting bill by the Massachusetts legislature Aug. 1. Massachusetts Gov. Charlie Baker, an enthusiastic backer of sports betting, is expected to sign it within the 10-day window allowed. The bill provides for 15 licenses for fixed sports betting locations, and existing in-state racetracks, casinos, and slots parlors are granted the rights to apply for one of the licenses and partner with two mobile sports betting platforms.
