Senator: Gaming measure good for Colorado mountain towns, community colleges Colorado Sen. Larry Crowder · November 2, 2020 at 3:52 pm Throughout my eight years as a state senator, I have held strongly to my conviction that government should support local economic development, not stand in its way. That is one reason I’m supporting Amendment 77. Amendment 77 gives residents of Central City, Black Hawk and Cripple Creek the right to decide what is in the best interests of their economic future. Specifically, the amendment gives these three mountain communities the option to hold a local election and decide if residents want to add new casino games and raise bet limits. The amendment does not alter state gaming laws, expand gaming into other Colorado towns or eliminate bet limits.
