In an email, MGM added: “However, he continues to support our development efforts as a consultant.” MGM declined further comment Monday, including when the resignation was effective. Clinton, then senior vice president and legal counsel, rose to public prominence in Connecticut during the long-running and tumultuous legislative debate over casino expansion beyond tribal reservations in southeastern Connecticut. Even after the tribal operators of Foxwoods Resort Casino and Mohegan Sun won legislative approval to operate a satellite casino in East Windsor, Clinton was the face of MGM in its push for a competitive open process allowing all casino operators to propose locations for a third, commercial casino in the state.
