Senators passed the legislation Tuesday with a vote of 23 to 10.

It now moves to the House for further consideration.

Nelson said he views the legislation as a economic development opportunity for Kanawha County. Those voting against the measure did not offer debate prior to passage.

Senate Bill 100, if passed, would require support from the county commission, a voter referendum and approval from the state Lottery.
